Horizon South Rules and Regulations

REGISTRATION:  Upon arrival at Horizon South all guests are required to register with Property Management and purchase a VEHICLE PARKING PASS (maximum 2) for each vehicle and WRISTBANDS for all guests 6 years and older. These must be purchasedfromProperty Management in the main office located inside the large building by the pools. Enter the office and someone will assist you at the registration window. The office is open daily from 8:00 AM CST to 4:00 PM CST. Please take a moment to read and review with everyone in your party all property Rules and Regulations in this document.  

WRISTBANDS and PARKING PASS REQUIREMENT:  A wristband must be worn by everyone while on the premises, this includes all owners, renters, and guests 6 years of age and older.  The guest cost for each wristband is $20.00.  Every vehicle on the premises must purchase and display a VEHICLE PARKING PASSThe cost for each parking pass is $25.00 per vehicle (Maximum two vehicles) not to exceed 10 days. An Extended Stay Guest will pay $25.00 per 10-day period with a maximum of $50.00 per six (6) month period. Parking Placards shall identify Unit # and the expiration date. (Debit or credit card only / cash not accepted). 

Non-Paying Guest Parking (24 Hour Pass): This free pass will be issued by Property Management to any Non-Paying Guest that is on the property to visit an owner. The placard will display Unit # the vehicle is visiting and an expiration time not to exceed 24 hours from issuance. In the event a non-Paying Guest remains on property longer than 24 hours, the rates as stated above in section (2) shall be applicable. Guests will be defined as any person(s) not on the Warranty Deed.

GENERAL PARKING AND SPECIALTY VEHICLES OR TRAILER PARKING: During the peak periods of Memorial Day weekend until the end of July some parking areas of HS may be limited. Vehicle parking spaces identified by white lines are designed for passenger cars, smaller passenger vans and pickup trucks with a maximum length of 20 feet. This measurement restriction is calculated from the front bumper and includes any attachments to front or rear bumpers including a hitch mounted add-on for power scooters, power wheelchairs, coolers, luggage etc. The white lined parking spaces throughout the HS community are not designed for and cannot accommodate specialty vehicles. Specialty Vehicles are defined as larger trucks, commercial vehicles, motorhomes, travel trailers exceeding 20 feet and all service trailers.These Specialty Vehicles are not allowed to park in the white lined vehicle parking areas and must park in a specifically designated area along the west side graveled area of Sunset Avenue. 

SPECIALTY VEHICLE PARKING (GUESTS): A parking placard purchased from Property Management for $40.00 (debit or credit card only / cash not accepted) is required and restricted to one unit in intervals of 10 days. Management will designate a parking area during the stay that is appropriate for the specialty vehicle.

TRAILER PARKING (GUESTS): A parking placard purchased from Property Management for $40.00 (debit or credit card only / cash not accepted) is required and restricted to one unit in intervals of 10 days. The designated trailer parking area is located on the west side of Sunset Drive in the fenced area across from the tennis courts. Management will designate a parking space appropriate for the length and size of the trailer if the trailer parking area is full.

SPECIALTY VEHICLE OR TRAILER PARKING (OWNERS): The appropriate parking placard must be obtained at no cost from property management and is valid for a period of 10 days. Any violation of the specialty vehicle and trailer parking rules by owner or guest are subject to a fine of $40.00 per day and additional expenses for towing occurring 24 hours after notification of violation and non-compliance. 

GOLF CART PARKING: All owners are allowed but not guaranteed no more than two parking spaces per condo unit to park a car, truck, motorcycle, or golf cart. Each of these count toward the limit.  Any owner using more than two spaces is in violation of community rules and will be asked to comply immediately. Owners golf carts must have a Horizon South decal prominently displayed that can be obtained from Property Management. Golf carts are not toys and must be operated by a valid licensed driver and not unlicensed children. Any violation thereof allowing children to drive a golf cart on premises will result in a first offense warning. Thereafter, any additional violation will result in the assessment of a $50.00 fine and possible revocation of owner decal and authority to use golf cart on premises. We ask for your cooperation so that someone does not get hurt. Rental golf carts will not be allowed to consume any parking spaces. The property manager may issue owners, not their guest a variance, at the property manager’s sole discretion. When leaving HS for an extended period owners are REQUIRED to park golf carts in the long-term golf cart parking/charging area located across from the basketball courts and must not be left in vehicle parking areas marked with white lines. 

SPEED LIMIT: The community speed limit for all vehicles is 10 MPH. Pedestrians always have the right of way on Horizon South property.    

QUIET HOURS: Community quiet hours are 11:00 PM to 7:00 AM. Recreation areas (pools, mini golf area, hot tub, tennis courts, basketball court) are open from 9:00 AM to 11:00 PM. Any activity outside of open hours is a violation of quiet hours and is not allowed.

PETS AND PET OWNERS: Horizon South is a pet friendly community for owners and extended stay guests (120-day max) renting at Horizon South except for aggressive breeds. Aggressive breeds are defined as Pit Bulls, Rottweilers, and Doberman Pinschers or any mix there of identified by a veterinarian. In respect to this statement all parties are subject to the rules listed. Pets are required to be vaccinated against rabies and/or other diseases, in accordance with applicable laws and regulations. Pet owners are required to provide and maintain an updated vaccination record for their pets on file with Property Management. The maximum number of pets allowed is THREE per condo unit. Dogs must always be maintained on a secure leash displaying a registered pet leash sleeve while on premises and be under full control by the owner (NO EXCEPTIONS).  No pets or animals except service dogs are allowed within the fenced area of any pool, tennis court, basketball court, golf or shuffleboard areas and may not be tied to a fence or post anywhere on the premises. Service animals are not allowed in the pool or hot tub waters. Horizon South has grassy areas with pet waste stations that must be utilized to dispose of pet waste. Any owner or guest not adhering to these rules will be warned and if any subsequent violations occur, may be asked to leave the premises by Property Management or security employed at Horizon South. All owners are required to obtain a registered pet leash sleeve from Property Management and are responsible for notifying their guests and renters of regulations. Owners will be held liable for failure to follow these requirements. 

SWIMMING POOLS, HOT TUB, AND EXERCISE ROOM:  Exercise room hours are 9:00 AM to 4:00 PM. The pool hours are 9:00 AM to 11:00 PM unless otherwise posted. Usage of the pools is limited to owners and registered guests. Wristbands must be worn and are required for usage of all property amenities. All parties are required to shower off before entering pools per Florida Health Regulations. Children and minors under the age of 16 must be accompanied by an adult or guardian to use pools, hot tub, or fitness center. NO LIFEGUARD is on duty at any of the pools and you are swimming at your own risk. Diving from the pool deck is not allowed. No glass of any kind is allowed in pools or on deck areas. Food and drinks are NOT ALLOWED within four (4) feet of pools. Clear plastic commercial bottled and labeled water is allowed at pool edge for hydration purpose. Smoking and vaping are NOT ALLOWED inside the fenced areas of all pools. Smoking posts for disposal of cigarette butts and cigars may be found outside the gates of fenced pool areas. Per Florida State statutes, pets are NOT ALLOWED within the fenced area of any swimming pool. Service dogs are granted an exception and must be held under the full control of the pet owner and on a leash. All non-potty-trained children are required to wear swim diapers on the pool deck and while in any of the pools. Any action or violation of pool rules (e.g.) improper diapers in pool, human waste or broken glass resulting in a mandatory pool closure will require the party responsible to pay a charge of $200.00 or actual remediation charges, whichever is less. This charge will be billed directly to the offending party. The exercise room located in the main building is open from 9:00 AM to 4:00 PM daily for the use of owners and registered guests. Children and minors under the age of 16 are not allowed to use any exercise equipment.

BARBECUE GRILLS: In accordance with Florida Statutes, gas, charcoal, or electric grills may only be utilized at a single level condo patio that has total exposure to open air above the grill. Any gas or charcoal grill located on any ground level patio with an awning above the grill; and the two- and three- story buildings which have the balcony or deck above is not allowed and is a violation of Florida Statues.

Horizon South provides outdoor charcoal grills in various locations onsite for usage by owners and guests. Guests may use only the Horizon South grills during their stay and may not bring outside grills to use. The usage of these charcoal grills comes with the expectation that you will do the following:  1) Never leave grill unattended. 2) Sprinkle burning coals with water until they are no longer burning. 3) Remove non-burning used coals and coal dust and discard appropriately. 4) As a courtesy to others, please clean grill by wire brushing until ready and suitable for reuse.  Any charcoal or gas grill being used and left unattended is in violation of Horizon South Rules and Regulations as stated above; including any grill placed on the grassy areas will be subject to confiscation and disposal by Property Management.

BICYCLES, SKATES, SKATEBOARDS, ROLLER BLADES, PEDAL SCOOTERS AND OTHER ROLLING ITEMS: They are NOT ALLOWED on sidewalks, grass areas, mini golf areas, tennis courts, shuffleboard courts, basketball courts or pool decks.

TRASH COMPACTOR AND DUMPSTER: Only household trash secured in appropriate garbage bags is allowed to be deposited into the compactor located across from the mailbox area. Horizon South does not have curb pickup. Therefore, all owners, guests and renters must take their household trash to the compactor. Trash cans have been placed in some areas of the property for the convenience of owners and guests for daily recreational trash such as cups, cans etc., but may not be used for the dumping of household trash. The dumping of furniture, televisions, appliances, construction debris or any other such items is strictly prohibited in the trash compactor. If you have any of these type items you wish to dispose of, please do not place them outside the dumpsters. Contact Property Management and communicate your disposal request and they will assist you with all details including cost.

VANDALISM: No vandalism of any kind on Horizon South property will be tolerated. Anyone regardless of age who is observed damaging property or facilities at Horizon South will be immediately evicted and trespassed from the property by security and/or Panama City Beach Police. Horizon South reserves the right to prosecute all involved parties for the purpose of obtaining financial restitution for all damages incurred.

FIREWORKS: Fireworks are NOT ALLOWED within the confines of Horizon South property and MAY NOT be used at any time. Any violation will result in confiscation of all unused fireworks and possible eviction of guest not in compliance.

PATIO AND PORCHES: Patio and porches are expected to be kept in clean and neat condition. Acceptable furniture on porch and patio is of the outdoor patio-type maintained and kept in good condition. Patio fencing, balconies or exterior walls are not to be used for hanging rugs, garments, towels, rags, or mops where they are exposed to the exterior and visible by the public. Owners with fenced in patios are expected and required to keep excessive grass and weed growth from accumulating inside the inner perimeter of their ground level patio. Deck storage boxes intended for outdoor storage are permitted, provided they are not used in a manner to extend the patio and/or placed anywhere on the exterior perimeter of the patio. A small refrigerator or freezer) may be on the patio, providing it is not exposed to the public. You are NOT ALLOWED to use the balcony, porch, or patio as an outdoor storage facility for any garbage, broken furniture, cardboard container(s) or non-working appliances. Any violations of this rule will result in a written notice of non-compliance to the owner/guest by management. The owner or guest will be given 24 hours to correct a violation of this rule. If the owner or guest does not comply, Property Management is authorized to issue a fine of $20.00 per day until such time as owner or guest is in full compliance with HS Rules and Regulations. 

LOUD NOISES AND NUISANCES: All outdoor social gatherings at Horizon South recreation areas, including all condominium porches and patios should be kept to a respectable noise level and not be an annoyance to others. Loud excessive noise, conversation, vulgar/profane language in music, are not allowed at any time. Public nudity, illegal possession or dealing of drugs, public intoxication, physical acts of violence and other lewd and lascivious conduct are not allowed at any time.  Any violation will result in property management, security or local police being notified to address any nuisances.

SIGNAGE AND ADVERTISEMENTS; Signs and advertisements are NOT ALLOWED on Horizon South Recreational property at any time. This includes yards, patio fences and all condo windows facing the outside area of the condo.

FLAGS: Per Florida Statute you may display one portable/removable United States flag or State of Florida flag in a respectful manner and one portable/removable United States Army, Coast Guard, Navy, Air Force, Marine Corps, or POW-MIA flag. A college or professional sport team flag may be displayed restricted to game day only. No Flag is to exceed 4.5 ft X 6 ft. Offensive flags will not be allowed.

STRAY AND WILD ANIMALS:  Owners and guests are prohibited from feeding stray and wild animals including the feral cats which are frequently seen around Horizon South. 

Club House Rental: The Horizon South clubhouse can be rented through the Property Management Office at a rate of $125.00 per day for less than 3 days. Rentals 3 days or longer will cost $100.00 per day.  

The clubhouse may be reserved by owners for family reunions, weddings, graduations, luncheon, or other family celebrations and must be cleaned after usage. No illegal activity will be allowed.

INTERIOR CONDO UNIT MODIFICATIONS AND ALTERATIONS: All work being completed internally to a condo unit requiring a building permit and/or any interior structural change require the owner to employ only licensed and insured contractors. No owner shall hire any person to make any repairs, additions, removal, or installations to any plumbing or electrical components within a condo unit unless such person is licensed and insured.  Verification of this should occur prior to any work being started to ensure your personal safety and future potential personal liability. You should verify licensing and insurance coverages by obtaining the following:

Copy of contractor State of Florida license. 

Ask the contractor to contact their insurance agent to provide a Certificate of Insurance for liability coverage and for Workers Compensation insurance coverage. If they do not have Workers Compensation insurance and no employees, then request they provide a Certificate of Election to OPT out of Workers Compensation with the State of Florida.

Verify current year coverage dates on any certificate received.

All the above vendor documents, including scope of work and plans need to be turned into the Property Management office no less than 30 days prior to work beginning for approval.

All vendors must be insured for a minimum of $100,000.00 or an amount appropriate for the scope of work being performed.

EXTERIOR ARCHITECTURAL MODIFICATIONS:  As per the Horizon South Declarations of Condominium Ownership and the SUMMARY OF CONVENANTS AND RESTRICTIONS USE reads as follows: “The appearance of the exterior of a Unit or building may not be altered without the prior written consent of the Board of Directors of the Association and Master Association”. Thus, no exterior modifications insofar as structural changes may be made. This means exterior awnings attached to building and the covering patio areas. 

EXTERIOR PAINT COLOR OF BUILDINGS: Horizon South Declarations of Condominium Ownership Section 13.06 reads as follows: “The Association shall determine the color scheme of the buildings and the Common elements and Limited Common Elements and shall be responsible for the maintenance thereof. No Owner shall paint any surface of the building outside such Owner’s Unit or add or replace anything thereon or affixed thereto without written consent of the Association”. 

Horizon South desires to maintain continuity within the Horizon South community as it pertains to the color scheme. Therefore, Horizon South does not allow for any change of colors on any of the condominium buildings.  (Florida Statute 718.113 requires approval of 75% of condo ownership to change colors)

The property manager, at their sole discretion, has the authority to issue variances on property rules and regulations on a case-by-case basis.
